County hikes building inspection, permit fees

Monroe County Commissioners raised
building permit and inspection fees signifi-
cantly on Tuesday, Dec. 17.
At the recommendation of county manag—
' er Jim Hedges and the University of Geor-
gia’s Carl Vinson Institute of Government
(CVIOG), commissioners approved by a 4-0
vote to double the cost of a building permit
application fee, raising it from $50 to $100.
Commissioners also increased the cost of
getting a residential and commercial single
trade permit fee from $25 to $40. They also
raised the fee for getting a driveway permit
by four times from $25 to $100.
Commissioners also approved by a 4—0
vote to increase building inspection fees for
residential and commercial properties from
$0.16 per square-foot to $0.43 per square-
foot. While commissioners agreed to cap
residential building fees at a maximum of
$2,000, commissioners put no cap on the'
cost of commercial building fees. How-
ever, the board did agree to work with the
Development Authority of Monroe County
on a case-by—case basis on determining
building inspection fees for large industrial
or distribution properties. Hedges said the
permit fee will enable the customer to re-
ceive seven building inspection visits during
construction, a building code compliance
certificate and a certificate of occupancy. At
Carl Vinson Institute’s recommendation,
commissioners initially considered using
Building Valuation Data from the Interna-
tional Code Council (ICC), which provides
an average construction cost per square foot
by construction classification, as a means
for determining building inspection fees.
However, District 1 commissioner Larry
Evans said he preferred sticking with the per
square-foot cost model the county has previ-
ously used because the ICC method totals
are subject to fluctuations in the economy.
Evans first proposed raising the rate to $0.36
per square-foot, but District 3 commissioner
John Ambrose and chairman Greg Tapley
swayed the board to consider the higher
amount of $0.43 per square-foot.
With the change, the building inspection
fee for a 3,000 square-foot residential home
jumps from $480 to $1,290, an increase of
$810. Also, for example, the building inspec-
tion fee for a 50,000 square-foot commer—
cial complex would go up from $8,000 to
$21,500, an increase of $13,500.
In addition, commissioners established a
new plan review fee for commercial custom—
ers that will charge $150 for any building 1 to
5,000 square feet in size, $300 for any build—
ing 5,001 to 10,000 square feet, $450 for any
building 10,001 to 15,000 square feet, $600
for any building 15,001 to 20,000 square feet
and $600 plus $50 for each additional 10,000
square feet for any building in excess of
20,000 square feet.
Hedges said Monroe County has been
charging the same amounts for building
inspections and permits for more than a
decade and those fees are lower than those
of its surrounding counties. Hedges said
raising the fees should enable the building
department to break even next year. All fees
adjusted or created on Dec. 17 will go into
effect on Jan. 1, 2020.
District 2 commissioner Eddie Rowland
said the reason for the fee hikes is so that the
persons doing the building are the ones pay-
ing for the inspections rather than have the
building department continue to be subsi-
dized by property taxes.
“We’re (commissioners) not looking for a
revenue stream,” Rowland said. “We’re look-
ing for this department to pay for itself’
According to Carl Vinson Institute data,
the Monroe County building inspection de-
partment has brought in between $131,000
and $135,000 in revenue in each of the past
three years. Just over $169,000 was appro-
priated in the 2020 budget for the building
inspection department. However, Hedges
said the actual cost of operating the county’s
building inspection department is just over
$253,000 due to capital needs like a new
truck and new computer softWare. Accord-
ing to the county’s 2018 audit by Mauldin
8r Jenkins, the county lost nearly $40,000 in
2018 on the building department.
